Dear All,

Madheshi Association in America (MAA), a non-political and non-profit organization in USA, is happy tolearn that the Government of Nepal is in process to pass law and regulations to grant dual citizenship for Non-Resident Nepalese (NRN) who have obtained citizenship of other countries.  However, there are some confusions regarding new proposed laws among NRNs.

NRN did not leave their own country until they had better opportunity in terms of education and economy. They obtained foreign citizenship for various reasons even though they have rooted love for their motherland. Nepalese living outside of the country are academician, technician, skilled person, businessman, and some other professionals. They have learned advanced skills in their respective field, and thus they can play very important role in the development of Nepal. Manpower is the resources of any country. For instance, USA is a country of an opportunity where smart people of the world can learn new advanced skills and apply to their native country. Therefore, Nepal should not give up its own citizens who live outside of Nepal, but are interested in development of their country. If NRN living in USA and abroad have no Nepalese citizenship and lawfully defined right in Nepal, they will be deprived to invest their money and learned skills towards developmental work in Nepal.

MAA is urging Government of Nepal that the provision of proof of surrender of Nepalese citizenship for those, who have obtained foreign citizenship, should not be added to receive NRN Citizenship for Nepal. MAA believes it would be hassle and inconvenience for Nepalese living in the foreign countries to fulfil this requirement. MAA requests that it would be better to simply classify NRN citizenship under Nepalese citizenship categories which would protect NRN from losing Nepalese citizenship and their rights in Nepal. The Nepalese Government should also grant NRN citizenship to children of NRNs. Nepal should not lose an opportunity to attract future generations of NRN for its future development.

Please find the attached press release.

Ram Naresh Pandey
